For deceptive Australian phone marketing, Samsung was fined $9.8 million.

While all light is the same frequency, higher-energy light has a shorter wavelength.

Because light travels slower through mediums than vacuums, redder light moves faster than blue light. This results in many optical phenomena like rainbows. The sun’s light breaks down into different wavelengths through water droplets and drops.

Light, regardless of frequency or wavelength, has to travel at one speed in the vacuum. This is the speed that light travels in a vacuum. This is also the speed at which pure radiation (such as gravitational radio) must travel. It also represents the speed at which any massless particle, according to the laws of relativity.

Most particles in the Universe have masses, and they need to follow slightly different rules. Although the speed of light is the ultimate speed limit for mass particles, it is not something you are compelled or able to reach.

Although light propagates unrestricted in a vacuum, its speed of propagation and wavelength is greatly affected by the properties it passes through.
However, particles suffer a different fate. The behavior of high-energy particles that are traveling through vacuums suddenly becomes entangled in a medium will be very different from that of light.

It will not experience an immediate shift in momentum or energy. First, the electric and magnet forces acting upon it — which can change its momentum over the course of time — are negligible when compared to how much momentum it already has. Instead of bending immediately, as light seems to do, the trajectory changes it experiences can only be made gradually. Particles continue moving in the same way as before they enter a medium.

Second, collisions with other particles are one of the most significant events that can alter a particle’s trajectory in a medium. These scattering events play a vital role in particle physics experiments. The products of collisions allow us to reconstruct the event that took place at the collision point.

However, the most striking fact is that particles moving slower than light inside a vacuum but faster in the medium they enter are actually breaking the speed limits of light. This is the only physical way particles can surpass the speed of light. They cannot exceed the speed of light in a vacuum but they can in a medium. When they do, something amazing happens: Cherenkov radiation is emitted.

Named after Pavel Cherenkov who discovered it, it is one of those physics phenomena that was first noticed experimentally and was never predicted. Cherenkov was examining radioactive samples that had already been prepared. Some of these samples were kept in water. Cherenkov was studying luminescence (where gamma radiations would excite these substances, which would then emit visible lights when de-excited), and the radioactive samples seemed to emit a faint blueish-hued light. This light led him to quickly conclude that it had a preferred direction. This was not a fluorescent phenomenon. It was something entirely different.

Cherenkov radiation is the blue glow seen today in water tanks around nuclear reactors.

Where is this radiation coming from?

If a fast particle is moving through a medium, it will usually be charged. The medium itself has both positive (atomic nuclei), as well as negative (electrons), charges. While the charged particle can collide with one other particle as it travels through the medium, chances are that the collision will be very unlikely. Atoms, which are mostly empty spaces, have a much lower chance of happening over short distances.

Instead, the particle acts on the medium in which it travels. The charged particle causes particles to polarize (where opposite charges attract and like charges repel) in response. The electrons that are being emitted light will return to their original state once the charged particle is gone. They emit blue light in a cone shape. Despite all the progress in physics that has been made over the years, the only way to beat that speed is to find a medium that slows that light down. This is the only way speed of the light can be exceeded in a medium. If we do, this blue glow will provide a wealth of data about the interaction that caused it. The Cherenkov glow remains the best option until warp drive or other tachyons becomes a reality.

To support data center expansion, these optical switches must be multifunctional and efficient. A team of scientists from the University of Washington published a paper online on July 4th in Nature Nanotechnology. They described the creation of an efficient, silicon-based, non-volatile switch that manipulates sunlight through a phase change material and graphene heater.

Arka Majumdar is a UW professor in physics, electrical, and computer engineering. She is also a faculty member of the Institute for Molecular & Engineering Sciences and the UW Institute for and Nano-Engineered Systems. This technology will significantly reduce energy consumption in data centers for controlling photonic circuits compared to what is currently used. It will also make them more sustainable and eco-friendly. Because they are easy to make, silicon photonic switches are very popular. These switches were previously tuned by thermal effect. This is a process in which heat is applied to a material, often a semiconductor or metal, to change its optical properties and alter the path of light. This process is not efficient, and the effects it causes are not permanent. The current is removed, and the material returns to its original state. This means that the information flow and connection are broken.

Researchers have previously used doped silicon to heat phase-change materials. Although silicon alone cannot conduct electricity, it can be selectively doped with elements such as boron or phosphorus so that it can transmit electricity and light without excess absorption. A current can be pumped through doped silicon to change the phase-change material. This is not an energy-efficient process. The energy required to switch the phase-change materials is comparable to traditional thermo-optic switches. The doped silicon layer of 220 nanometers (nm thick) must be heated to convert only 10 nm phase-change material. Switching a smaller volume of phase-change material takes a lot of energy to heat such a large amount of silicon.

A thinner silicon film could be an option, but silicon won’t spread light well if it’s thinner than 200 nanometers. Instead, they used a 220 nm un-doped silicon layer to propagate light. They also added a layer of graphene between silicon and the phase-change material to conduct electric power. Graphene, which is similar to metal, is an excellent conductor. However, unlike metal, it’s atomically thin. It consists of a single layer made up of carbon atoms that are arranged in a honeycomb lattice. This design reduces waste energy as all graphene heat is directed to the change of the phase-change material. This setup’s switching energy density, which is calculated as the switching energy divided by the volume of the material to be switched, is only 8.7 attojoules, a 70-fold decrease compared with the widely-used doped silicon heaters. This is also within one-tenth of the fundamental limit for switching energy density (1.2 J/nm).

Although graphene conducts electricity and can cause some optical losses (meaning some light is absorbed), graphene is thin enough that the phase-change material and light propagating through the silicon layer can interact. A graphene-based heater was found to reliably change the state of the phase-change material for more than 1,000 cycles. This is an improvement on the doped silicon heaters, which only have a lifespan of 500 cycles.

Global attention has been drawn to the multiple ways artificial intelligence (AI), affects society. A growing area of interest is the role of AI procurement in addressing the impacts of this technology within both the public and private sectors.

Analyzing the text of soft-law programs is one way to evaluate developments in AI procurement. Soft law is an initiative that sets out substantive expectations about AI’s design and deployment, but which is not enforced directly by the government. They are not as strict as hard law, which takes the form of legislation or regulation.

These programs are soft law and reflect the views of many entities, including government, private sector and non-profits. They include strategies, recommendations and principles as well as best practices.

We collaborated with Gary Marchant, Arizona State University. This database contains AI soft-law programs from 2001 through 2019. This database includes all AI-related text for 634 programs in 64 different geographic areas. This corpus contains the word “procurement” 84 times across 44 programs.

The 86 statements that were relevant to AI procurement were then identified and compiled into a new database. The figure below shows that the majority of statements regarding AI procurement were issued by governmental entities (48%), or jointly with other organizations (40%). It is interesting that most procurement mentions are from soft law initiatives, which were released in the average year of 2018.

Two dimensions were used to analyze each procurement-related statement. The first dimension determined the directionality and influence. Statements can be used to direct stakeholders in the entity’s sphere of influence (internal), guide individuals or groups (external), and target both internal stakeholders (both)

The largest group was the internal statements, accounting for 72% of the total. These statements are only found in government-led organizations or alliances of governments such as national governments, states or provincial institutions, or multilateral institutions like the EU. Surprisingly local government is represented by guidance created by New York City’s Automated Decision Systems Task Force.

22% of programs contained external statements. These could be governmental pronouncements that target the private sector, associations, or private sector entities providing guidelines for the AI stakeholder community or non-profits offering advice to government agencies. A small number of statements (6%) are directed at both internal and outside stakeholders.

The second dimension is about the substance of the soft-law text. The relevant statements were divided into four categories: protection of rights, acceleration of technology advancement, creation of soft laws, and improvement of processes. Each statement could have up to two purposes.

Sixty-six percent of the statements reflected an improvement of processes as the most common purpose of soft law procurement programs. A statement must suggest ways to improve a procurement process in order to qualify. The guidelines, which were created by the United Kingdom’s government in collaboration with the World Economic Forum (WEF), were a great example for government agencies. The UK and WEF gave concrete guidance to government agencies regarding their AI procurement practices in this document. They direct government agencies to “consider when purchasing a tool that contains AI; testing the application over its lifetime is crucial” and to “ensure interoperability and require open licensing terms in order to avoid vendor lock-in.”

Similar advice can be provided by people outside the government. Microsoft, for example, provides a list with regional procurement standards and guidelines developers should consider when developing AI-based technologies.

The creation of soft laws, which is present at 30% of the statements, was second in popularity after improving processes. Organizations urged the improvement or creation of soft law mechanisms to help guide AI procurement. New York City’s task force on ADS recommended advancing a set of “best practices” in ADS to assist agencies. This included data retention and sharing, ADS procurement and data sharing.

Nonprofit organizations also made statements urging governments to act in the area of procurement. C-Minds was one such organization. It requested Mexico to “develop guidelines for smart AI procurement.” They explained that government must embrace technology in order to provide citizens with high-quality services.

In 27% of the samples, the purpose was to ensure and protect rights. The need for society’s use of procurement to ensure that individuals and organizations have their rights protected was a common theme across all statements.

The Council of Europe, for example, dedicated an entire paper to algorithmic impacts on human rights. It urged countries to ” encourage the creation of algorithmic systems, technologies that enhance equality access to, and enjoyment, human rights through procurement.” UNESCO, however, has recommended that governments “use government procurement and funding to drive gender equality in AI.”

In 17 % of the statements, the purpose to accelerate technological development was identified. These statements included ideas on the role procurement plays in creating and deploying AI technology in the market, mostly from the private sector. For example, the French government stated that it would support European industries with its procurement policies. Korea, on the other hand, issued a statement in which it said that it would “enable businesses to take early advantage of intelligent IT ecosystems.”

Many trade associations worldwide support public procurement for funding AI development. A regional association representing the medical technology industry said that public procurement should be used to both build “innovation” and provide trustworthy AI.

This research shows how much conversation there is about procurement in the world of AI governance soft law. These discussions are dominated by the government as the primary participant and target.

This protagonism is well-deserved. The best marketplace conditions for AI are set by public entities. They can create incentives to encourage responsible AI usage by large companies as they are big customers. They can advocate for soft laws to improve the quality of life in the rest of the country by being arbiters of social norms. They can also improve their operations by deploying AI as stewards of public resources.

This article’s bespoke procurement section reflects the increasing interest in AI and this field. As AI technology improves its ability to serve humanity, the importance of this relationship will increase.

Russia targeted Donetsk After holding Luhansk Region

Russian forces attacked especially in Ukraine’s eastern Donetsk to prepare for an armored thrust that will attempt to seize more territory. This was the new phase of the five-month-old war.

According to the Russian military and the local governor, the strikes were in response to Moscow’s capture on Sunday of Lysychansk, Ukraine’s city. This gave Moscow complete control over the Luhansk region. It was one of its main war goals.

Moscow’s “special military operation” also aims to take Donetsk under its control, which is the other Donbas region. This industrialized eastern part of Ukraine has been the scene of the largest battle in Europe for generations.

According to Serhiy Gadai, the Ukrainian governor in Luhansk, Ukrainian forces that retreated from Lysychansk over the weekend, took up new defensive lines at Donetsk on Tuesday.

The Russian defense ministry, which claims it doesn’t target residential areas, replied that it used high-precision weapons against command centers and artillery in Donetsk where Ukraine still controls large cities. Also states that President Vladimir Putin instructed troops in Luhansk to rest and recover military readiness, while other units continue fighting.

On Monday, a Reuters reporter visited Lysychansk to find widespread destruction and few people in a city once home to almost 100,000 people. Oleksiy Arestovych (an adviser to President Volodymyr Zeleskiy) said that “This is Russia’s last victory on Ukrainian territory.” He made these remarks in an online video. He also stated that, in addition to the battle for Donetsk and the launch of counter-offensives by Ukraine.

Military experts believed that the Russian forces had not gained any strategic advantages from the hard-fought victory, which was why the outcome of what is being called the “battle for the Donbas” was still in doubt.

Neil Melvin, RUSI think-tank in London, said that “I believe it’s a tactical victory for Russia but with an enormous cost.” He compared the battle with the massive territorial gains and the fights for them that marked World War One.

He said that while the Russians might declare victory, the crucial war battle was still to come.

Melvin stated that the decisive battle against Ukraine would not be in the east, where Russia is mounting its main attack, but in the south, where Ukraine has launched a counter-offensive to retake territory around Kherson.

He stated that “counter-attacks are starting there” and that it was most likely that the momentum would swing to Ukraine as it attempts to mount a large-scale counter-offensive in reply to Russia’s attack.

Zelenskyy stated Monday that, despite Ukraine withdrawing from Lysychansk’s territory, its troops continued fighting. He also stated in a video message that “The Armed Forces of Ukraine Respond and push back opposition forces with period of time.” We must break them. It’s a hard task. It takes time and requires superhuman effort. We have no other choice.

Government AI Adoption is Being Led by Procurement Officials

In 2001: A Space Odyssey (sci-fi movie), 50 years ago, the crew of the spacecraft included HAL 9000, a computer that was a malevolent AI system. It was motivated by its survival and aimed at murdering any human crew members who doubted it.

This cautionary tale illustrates the danger of AI being unintended or extreme when it comes to augmenting human capabilities. How can the government stop AI from acting against human expectations and intentions? What can be done to reduce potentially undesirable behavior through the procurement process?

This potential is being mitigated by government procurement processes that use new specialized principles and methods that encourage the responsible use of AI. This mission-critical journey is full of learning.

The private sector and academia have been the pioneers in the development of AI technologies. Agencies will be able to achieve better outcomes at scale if AI is adopted by the government.

AI can be used to enhance human performance. This can lead to efficiency gains at unattainable levels and order of magnitudes better than the status quo.

However, putting private-sector AI technology to good use can pose challenges for public procurement, Cary Coglianese & Erik Lampman noted in their work on contracting and AI governance. These experts point out that AI’s potential game-changing benefits must be balanced against the potential risks.

Coglianese and Alicia Lai write an article in which they argue that there is no perfect or unbiased AI system against which to compare. Human designers, decision-makers and government agents bring decades of experience, often underappreciated, to their work. AI cannot eliminate these biases if AI is not used to remove them. Recurrent training can also introduce algorithmic bias through training data choices that are embedded in algorithms. This could lead to human prejudices being unable to be seen.

The government must improve the way it applies technology to reap the benefits of AI without creating problems. There are many issues at stake, including cybersecurity, equity diversity, inclusion, and adaptation to climate change. If entrepreneurs and government contracting officers are overburdened, innovation in the use of technology for these important use cases will be discouraged.

The federal acquisition system is a collection of many rules and regulations, which are then interpreted by the agencies and their professional contracting officials. Federal Acquisition Regulation (FAR), along with its derivatives, is the sheet music for a bureaucratic choir and orchestra in which the contracting office is the conductor. Government procurement regulations are complex. It was created to ensure public confidence in the system’s fairness. The FAR has mostly met that goal, with hidden and unobservable opportunity costs in terms of performance forgone.

The FAR Part 1 states that contracting officers should employ good business judgment on behalf of taxpayers. However, in practice, Part 1 discretion can be overwhelmed by cultural norms for complying with complex regulations.

Many contracting officers are aware that regulations can be a barrier and discourage companies from embracing technology innovation and collaborating with the government. This recognition has resulted in a flood of procurement innovation by contracting officers to take advantage of new market opportunities that are emerging in the changing landscape.

Sensing a similar need in the United States, Congress extended the 60-year-old Other Transaction Authority. This was created to abolish FAR rules, and allow experimentation with new technologies, such as AI. In recent years, OTAs have been used in a large number of cases, most notably in the U.S. Department of Defense.

These authorities are essential for advancing the art of procuring AI through the Defense Department’s Joint Artificial Intelligence Center. These authorities require more experience from contracting officers. They should use the right business acumen but not the rules embedded in the FAR when creating OTAs.

The JAIC has created Tradewind, an AI contracting “golf course“, where the tees can include the business acumen and freedom of OTAs. Tradewind can be used by the federal government across all levels of government to facilitate faster and more efficient AI acquisition.

Responsible AI (RAI), a collection of AI-specific principles that form part of the JAIC’s enterprisewide AI initiative, is a new set of principles. The commitment of the Defense Department to RAI begins with the top leadership of each department.

The Department of Defense’s new Chief Digital and AI Office is the central point of execution of its AI strategy. RAI principles guide the development of and accelerate the adoption of AI through innovative acquisition approaches. This new acquisition pathway is based on OTA and related authorities. It also includes an infrastructure of contract vehicle vehicles, such as test and evaluation support, described by the Defense Innovation Unit. Contracts based upon challenge statements can be completed in as little as 30-60 days. This allows you to quickly develop and capitalize on new techniques.

However, most important civilian agency missions revolve around allocating resources.

For example, U.S. Department of Health and Human Services missions must prevent illegal socioeconomic biases. The National Institute of Standards and Technology (NIST), which guides procurement teams to avoid such bias, is remarkable in its approach to data, testing and evaluation as well as human factors. NIST analyzes prospective standards to identify and prevent socioeconomic biases in the deployment of AI solutions.

What does RCS messaging mean? All the information you need about the SMS successor

Technology that we used to communicate in the 1990s is aging. They don’t allow encryption or group messages. They don’t support encryption and group messaging.

There are some people who need SMS messaging more than the service can provide, despite it being popular. Rich Communication Services, also known as RCS Chat, was developed by the operators of smartphones and regulators in the mobile industry. This is a modern form of texting. It combines the features of WhatsApp, iMessage, Facebook Messenger and other messaging apps into one platform. It allows you to view and execute functions such as iMessage, or other rich messaging applications.

Use RCS

Google offers RCS Chat globally via Android Messages. It is available to all Android users who have the application installed. This partnership was made possible thanks to Google and Samsung.

The background of text messaging

Text messaging existed before the iPhone, BlackBerry, Palm Pilot, and Palm Pilot. The first proposal for SMS was made in 1982 for Global System for Mobile Communications.

The framework was created to transmit text messages using the signaling systems controlling telephone traffic. ETSI designers designed it to be compatible with existing signaling paths (128 bytes was later increased to 160 seven-bit character characters), but modular enough to permit carrier management features, such as real-time billing, message routing (routing messages towards another recipient than one user specifies), and message blocking.

After nearly a decade spent tinkering with SMS, it was finally commercially deployed in December 1992. Neil Papworth was the engineer who sent Richard Jarvis Merry Christmas in 1992.

Despite SMS’s rapid growth, technology hasn’t changed much over the past 20 years. Despite advances in phone forms, and the popularity of the touchscreen iPhone, SMS remains the same at 160 characters.

What is RCS?

Rich Communication Services (RCS), originally promoted as a substitute for SMS, was launched slowly. It was later brought into the GSM Association, which is a trade organization. The association remained there for almost a decade. It uses RCS Universal Profile, a global standard for RCS implementation. It allows subscribers of different countries and carriers to communicate with each other.

Chat is visually identical to iMessage and commercial messaging applications like iMessage. But there are some nice extras. These include brand informational messaging and sharing content, such as images, video clips, or GIFs. Customers can also be updated about upcoming flights and boarding passes. And eventually, customers will be able to choose airline seats directly from Android Messages. Chat works on all devices and is hardware-independent. Chat could be used on iOS too, but Apple, which represents half of the U.S. smartphone market and 70% of U.S. cell phone owners aged 18-24, does not support the protocol, despite growing pressure from Google.

Chat is a protocol

Chat isn’t a messaging service per-se. It is however the friendly name for the RCS protocol and RCS Universal Profile. There are many parts to this process. First, your device must support chat and a messaging application. Second, your recipients must also be able to use Chat. Otherwise, chat messages will be reverted back into SMS.

RCS brings Android messages to the 21st century with reading receipts. It also allows people to chat over Wi-Fi or mobile data, create group chats, and add or delete members.

Chat – Who is it for?

RCS Messaging boasts 60 supporters. The RCS Messaging community includes approximately 60 supporters, including 47 mobile operators and 11 OEMs. RCS requires both new software updates and a brand new network. Many manufacturers didn’t want to create software that would retroactively support RCS. Google now provides Chat for customers via its app. This eliminates the need to have support from carriers. Microsoft also has committed to the protocol. It is now supported by all US carriers making it easy to implement the standard in mobile virtual networks.

Cross-carrier initiative blues

Cross Carrier Messaging Initiative was formed by the four largest U.S. carriers, Verizon, AT&T, and Sprint in 2019. This joint venture was created to standardize RCS independent of Google. T-Mobile, AT&T, Verizon and AT&T abandoned the joint venture. But they are committed to improving customer communication and increasing the availability of RCS. T-Mobile, Verizon and others kept their hats in the ring. In March 2021, T-Mobile signed a contract to make Messages the default messaging app on all Android phones.

Where is it now?

RCS can be added to your data plan and is available. But, you have to opt-in via Google and your provider. This is RCS.

Android users can use the RCS standard to share high-quality photos and videos. Google has now integrated its Photos app into Messages. This allows users to send high-quality videos and photos as Google Photos links in an RCS conversation. Soon, you can also send photos this way.

While the original RCS protocol could only allow client-to-server encryption, chat in Google Messages now supports encrypted chat. RCS doesn’t support tablets, laptops, or desktops.

Many telecom companies worldwide have signed up for RCS universal profile model. Vodafone, Orange, Deutsche Telekom, and U.K. telecom companies have all fully implemented RCS within these countries.

Is RCS to become the default standard for SMS and It is difficult to believe given the slow progress in the last decade, particularly if Apple doesn’t take the torch?

Although many parents are thankful to finally have a vaccine, others still feel disappointed. Here are some facts about COVID vaccines and how they work for babies.

After a delay of four months that left parents worried, COVID-19 vaccines are now available just in time for the start of the school year.

However, even though they are all excited and filled with gratitude, caregivers still feel disappointed at the way it all ended.

Kathleen Coda, the mother of 2 children below 5 years of age, said that she is excited about getting her kids vaccinated and was planning to do so as soon as possible. She added, that it feels like the universe has been opened up and I feel less resentful at all the people who decided to go forward and not follow precautionary measures before our children could be safe.

The green light for parents in the USA to vaccinate their children meant that they won’t have to rely on anyone else for their safety.

Gretchen, a mother of 1-year-old twins, said, that for so many years she had just had to accept calculated risks and make decisions about their social lives, with whom quality time could be spent and how they can be social. She preferred to keep her first name private. “At least now, I can vaccinate and have that protection to them that isn’t dependent upon anyone else,” Gretchen told BuzzFeed News by email.

Vaccine rollout begins with shaky initial steps

Dr. Ashish Jha is the White House COVID response coordinator. He says that vaccines for children under five years old will not look the same as for older children.

Jha tweeted that other locations, such as doctors’ offices, pharmacies, pharmacies and children’s hospitals, will be used to administer the majority of jabs instead of mass-vaccination sites.

“We want a system that is responsive and available to parents’ wants and needs,” he stated. He also said that as first orders are received by the sites, last week, we will see more vaccines and appointments become available.

But caregivers are starting to run into problems, a sign they claim is a sign of poor planning by the government.

Lauren Thompson shared with us that she called Virginia’s local health department last week in order to determine if the county has vaccines available for children under 5. She was informed that they are “waiting for demand” before ordering the shots. Thompson’s pediatrician told Thompson that although they are interested in the vaccine, they won’t be able to order it until it becomes available.

“It was very distressing to have to call so many places to ask about their distribution plans. Thompson shared this email: “We’ve known for a long time about this and it’s obvious there’s no plan for families like ours.” “Families that have littles have been neglected and this has not been any different.”

Thompson claimed she is trying to get her 3-year-old vaccinated before pre-K begins this school year. While she was able to secure a Walgreens appointment for her vaccines, she stated that she would have traveled to a neighboring country to verify it was offering the vaccines at a government-run center — something Thompson acknowledges is not possible for everyone.

She stated, “I am grateful that I have access to PTO as well as a vehicle to make the trip there,” “Why didn’t there seem to be a solid distribution strategy?” Why is everything so uneven?”

Officials from the government stated during a June 8 press conference that around 85% of children younger than 5 live within 5 miles of potential vaccination sites.

Experts encourage vaccination as coronavirus evolves

The latest CDC data indicates that more than 2.5 million children younger than 5 have contracted COVID since 2001.

COVID is now the fourth leading cause of death for babies and the fifth for children aged between 1 and 4. As per death certificates as of May 11, more than 200 children from this age group died of the disease.

Unable to detect dark matter because of this spectral particles

Every second, 100 trillion tiny particles called “neutrinos” pass through your skin. Nearly all of these particles can penetrate your skin without interfering. These particles are extremely difficult to detect by physicists due to their shyness.

A Russian experiment was conducted deep below the Caucasus Mountains. Physicists found additional evidence, which was published on June 9, in two papers. They also discovered that some of the current theories of neutrinos are out of date. If the experiment is correct, it could reveal a rare type of neutrino which could fly further under the radar. This could explain why, the dark matter that forms most of the universe, is not visible to us.

“It is probably, in my opinion, one of most important results neutrino physics has seen, at least in recent five years,” stated Ben Jones (a neutrino physicist at Texas at Arlington), who was not involved in this experiment.

The case involving the misbehaving neutrinos

Neutrinos, like other creatures from an extraterrestrial plane, react to their physical surroundings very sparingly. They don’t exhibit electromagnetism due to their zero electric charge. They also do not participate in strong nuclear interactions, which help bind particles together at the heart of atoms.

However, neutrinos can play a role in weak nuclear forces. According to the Standard Model (the theoretical framework that provides the foundation for modern particle Physics), certain radioactivity types are caused by the weaker nuclear force

The majority of neutrinos seen on Earth were created by radioactive reactions in the sun. Scientists use neutrino observatories either under the sea or buried below the planet’s surface to watch these. It is difficult to check if neutrino detectors function properly so physicists calibrate their equipment by placing certain radioactive elements (such as chromium-51) near the planet’s crust.

Researchers began to notice an oddity as neutrino theory gained momentum in the 1990s. They found that there were fewer neutrinos in some experiments when they calibrated the detectors. This was contrary to theoretical particle Physics.

In 1997 at Los Alamos National Labs in New Mexico scientists from Russia and the USA set up a tank that contained gallium. Gallium is a metal that melts on a hot summer day. The elements’ atoms absorb the neutrinos as they strike gallium. This transformed gallium to germanium, which is a kind of reversed radioactive decay. To determine the number of neutrinos that had passed through the tank’s germanium, physicists measured it.

Los Alamos found too many galliums and too few neutrinos in their system when they tested it using chromium-51. This defect was called the “gallium anomaly”.

Experts have been studying the gallium anomaly since then and have come up with a tentative explanation. Particle physicists have discovered that neutrinos can be classified into three flavors: electron neutrinos (muon neutrinos), and tau neutrinos (tau neutrinos), each of which plays a different role in the dance of the quantum world. It is possible for neutrinos to switch between flavors under certain conditions. These shifts are known as “neutrino oscillations”.

 

This led to an interesting possibility: neutrinos could have been missing from the gallium anomaly due to their jumping into another hidden flavor that is even less reactive to physical reality. The category was named by physicists: sterile neutrinos.

Although the sterile neutrino story was a concept, it gained support. Around the same period, physicists from Los Alamos as well as the Fermilab in suburb Chicago began to observe neutrino oscillations. They found discrepancies between the expected number of neutrinos for each flavor and what actually happened.

The Molecular Processes Underlying Learning and Memory Have Been Discovered

The molecular processes that underlie learning and memory were discovered

Researchers have now discovered the intracellular signal mechanism through which ACh controls aversive Learning, an important screening procedure for AD medication.

Research has shown that donepezil activates the signal cascade to prevent unfavorable learning. These findings suggest that the signaling cascade could contain pharmacological targets.

Unpleasant learning is possible with the help of acetylcholine, a neuromodulator. It is possible to quickly train the senses to become more comfortable with unpleasant smells, tastes, and touches. These learning-related tasks are performed by cells known as D2R+MSNs (D2R+MSNs), found in the NAC. After negative learning experiences, ACh levels in the NAc rise.

Research has shown that ACh stimulates D2R/MSNs via the muscarinic receptor M1R (M1R). This activates the protein kinase C signaling mole, which is then stimulated in response to earlier research.

However, it is not clear how ACh influences aversive learning. This has hampered the development of AD treatments that target ACh intracellular signaling.

Researchers from Fujita Health University’s Prof. Kozo Kaibuchi published a study that explains the molecular mechanisms behind ACh learning, memory and learning.

This has not been done since the discovery of the cholinergic hypothesis in AD 45 years ago. Our research also revealed the intracellular mechanism and effects donepezil had on learning and memory. Yukie Yamashi (assistant professor and principal author of the study), says that this discovery opens up new AD treatments.

Phosphorylation is a process that facilitates molecular signaling cascades. This is where cellular kinases attach phosphate groups to specific substrate molecules. Professor Kozo Kaibuchi developed and disseminated a method called Kinase-oriented Proteomic Analysis that was used by the research team.

The study team was able to confirm ACh’s ability to stimulate PKC through the observation of phosphorylation events following ACh binding ex vivo to M1Rs in animals with striatal/NAc cut. Next came the phosphoproteomic research. It identified 116 possible PKC substrates, which included “bPIX,” which activates small GTPase Rac.

“We discovered that PKC activated bPIX after ACh. This activated a downstream target of Rac, PAK, and made it active. Using passive avoidance tests in mice, we next investigated the role of the discovered ACh-M1R-PKC-Rac-b-PIX-PAK cascade in aversive learning and aversion memory “Dr. Yamahashi explains. The researchers also discovered that donepezil triggers this cascade in order to increase negative learning.

Dr. Yamahashi says this is the first study to show intracellular donepezil processes that control learning and memory.

These results are consistent with a study published by Prof. Kaibuchi in the Journal of Neurochemistry. Dr. Md. published the study for the first time. Omar Faruk has received the Mark A. Smith Award from the International Society for Neurochemistry.

Acetylcholine is essential for memory and learning. Donepezil, a cholinesterase inhibitor, increases brain acetylcholine. This lowers the chance of Alzheimer’s disease (AD)-associated learning disabilities.

Acetylcholine (M1R) activates the D2-expressing medium spiny neuron (D2R -MSNs) of the striatal/nucleus incumbents dopamine receptor D2-expressing dopamine receiver. These neurons control unpleasant learning via the muscarinic receptors. It is not clear how acetylcholine promotes learning beyond the M1Rs.

We discovered that mouse striatal/nucleus PKC (acetylcholine-stimulated protein kinase C) was activated. Our initial kinaseoriented phosphoproteomic investigation identified 116 potential PKC substrates. This included b–PIX, a Rac1 activater. Acetylcholine activated Rac1-activated kinase p21 through activating bPIX phosphorylation. (PAK).

In mice, D2R/MSNs triggered the M1R/PKC/PAK pathway by activating aversive stimuli. Cre-Flex controlled PAK mutations in D2R/MSNs. This controlled aversive learning, as well as dendritic structure and plasticity. Donepezil promoted PAK activity in the CA1 and accumbal areas of the D2R–MSNs of the hippocampus. This increased D2R–MSN-mediated learning.

These results show that acetylcholine activates M1R-PKC-b-PIX-Rac1-PAK signalling for unpleasant learning in D2R-MSNs and suggest the cascade’s therapeutic potential for AD since aversive learning is utilised to assess prospective AD treatments.
